Born to Estella Frances Sykes in Washington DC, Leroy Francis Sykes enlisted in the United States Army on 13 April, 1942. While service in Germany during WWII he was captured by the Germans and was detained in Stalag 17B in Braunau, Gneikendorf, near Krems Austria. At the time, he was a staff Sergeant. In mid-June of 1945 he was liberated and repatriated. He subsequently married Hazel Eloise Pierce (1927-2015) on July 6, 1946 in Parkland, Maryland. They had four children.
